PEPFAR's annual planning process is done either at the country (COP) or regional level (ROP).
PEPFAR's programs are implemented through implementing partners who apply for funding based on PEPFAR's published Requests for Applications.
Since 2010, PEPFAR COPs have grouped implementing partners according to an organizational type. We have retroactively applied these classifications to earlier years in the database as well.
Also called "Strategic Areas", these are general areas of HIV programming. Each program area has several corresponding budget codes.

Expenditure Program Areas track general areas of PEPFAR expenditure.
Expenditure Sub-Program Areas track more specific PEPFAR expenditures.
Object classes provide highly specific ways that implementing partners are spending PEPFAR funds on programming.
Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. Sub-Beneficiary Expenditure data highlight more specific populations targeted for HIV prevention and treatment interventions.
PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. This feature is currently experimental and should be used for exploratory purposes only at present.

Research Triangle Institute (RTI) is an implementing partner in Belize. This program was begun under the Caribbean PEPFAR program but has migrated to Central America program. Activities will include continuing to support sexual prevention and overall risk reduction interventions for the Belize Defense Force. RTI began in early 2014 and was a transition to sustainability for the BDF as it reduced the number of in-country staff supporting the program from the previous partner. RTI will work with the BDF stationed around the country to include Price Barracks, Punta Gorda, Orange Walk, and Camp Belizario. The desire to provide different interventions comes from findings of the 2010 bio-behavioral surveillance study among the BDF. The peer education program that was in place will be continued but with enhancements which will improve the quality of program delivery. In this second year of the IM, RTI will revise the risk reduction intervention based on year 1 findings, train new personnel in the risk reduction intervention, and offer refresher courses for individuals trained during year 1. Training, technical assistance and an evaluation will be provided by RTI to the BDF. The project has improved M&E activities and incorporates an evaluation. Program monitoring will be led by the BDF with minimal support from RTI. The evaluation will be led by RTI but will train the BDF and transfer skills.
Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
